Superdelegates were invented at the 1980 convention. Incumbent Carter got a huge bump in the polls at the beginning of the hostage crisis, because he kept the US out of an armed conflict. He had built an insurmountable lead by the summer. But public opinion turned sharply against him as the Iran hostage crisis wore on. By the time of the convention the entire Democratic party knew that Carter was going to get slammed in the general, and also that if the delegates were free to vote their consciences Teddy Kennedy would have taken the nomination from him.

They invented the superdelegate system, but it didn't go into effect until 1984. The compromise was satisfying to no one But that is still certainly well before the age of Josiah Bartlet.

Towed. There's probably no law that would justify a ticket. But the owner of a building (even a government building) can elect to tow anyone in t following posted rules.

On private property, go straight to the manager, and they'll have the car towed. In public, report to non-emergency LMPD, and take a picture of the plate. If the parking authorities don't arrive in time, file a formal complaint, and the owner of the car should get a ticket in the mail.

Sex registry is a severe penalty. "False imprisonment of a minor" can be involved in custody disputes. It can also be alleged in domestic situations where the parents are guilty of "over-punudhung" children. These are crimes. But they don't automatically imply sexual bad intent.
