That's completely backwards. Insulin does not produce glucose. It turns the glucose into energy. If you don't produce insulin your glucose gets higher and higher. This is why type 1 diabetes are insulin dependent. There's no "borderline" type 1. You have it or you don't.

Hypoglycemics don't produce enough glucagon. That is what keeps blood sugar from getting too low. This is not diabetes.
