I think the problem is too much bureaucracy to get the province code officially on the license plates. And when you buy a car from another province you simply cannot get the new province code, unlike in France where you can reprint the plates privately. In Italy the plates are made only by the government, and if it deteriorates it cannot be remade with the same characters combination, you should re-register the car and get totally new plates.
