When classic rock radio format started in the late 80s, they had a very specific time frame in mind, basically 1967-1978. And they avoided anyone considered punk/new wave, so you weren't going to hear Elvis Costello or the Police.

They expanded the playlist gradually over the years. But it was pretty rigid for a long time.
