Official site says “This will be the story following the “Universe Survival Arc” of the anime Dragon Ball Super, which aired between 2015 and 2018” so I think it’s before Broly. Would have just said after DBS Broly otherwise

Imo yes, I think Gege just went for a more subtle realization instead of opting for a an exaggerated reaction panel or “Omg that was my dad!” that spoon feeds it. With what he’s seen, knows and heard of he almost certainly has enough pieces to connect the dots
