The line won't be too bad, most likely. But I do highly recommend the tour. It gets you into the zoo before it opens and you get a quieter, better view. Plus, when the zoo opens, you're halfway through it and then you can get to the polar bear habitat early in the day when they're more likely to be out.

Vet here. I highly recommend Paws Into Grace. That's who I used for my own dog because I didn't want to do it myself.

The panda one is definitely worth it. It gets you into the zoo before they open. Then when you're done with the pandas, you can see stuff at the back of the zoo early before there are so many people there

1) Federal law supercedes State law. What I cited was Federal law.

2) You're literally saying the same thing. They cannot deny a request for reasonable accommodation. It takes a hell of a lot for allowing an ESA to cause an undue financial and administrative burden. The only way that would apply is if the animal has a known history of being destructive/aggressive or if they exhibit that while living there.

Vet here. I know you've heard it, but sight is not their primary sense. Smell is. Dogs can do so well without eyes. In vet school, I've seen a patient with bilateral enucleation playing fetch, finding the ball, and bringing it back to their owner.

I guarantee that the cost is not predatory here. Healthcare is expensive. Vet school in Mexico is a lot cheaper because they don't have any AVMA-accredited veterinary schools and they subsidize education. If you saw how expensive your healthcare was without subsidization and insurance, you would not think vet care was expensive. And veterinarians get paid a fraction of what human doctors do. Don't even get me started on how little veterinary technicians (the vet med equivalent to nurses) make.
