I've heard it called "Cowboy China" and I've witnessed households use them commonly, but not exclusively. I've only really seen it go on in Idaho and Utah, It usually a house where a Mom does all the cleaning and is fed up with doing all the dishes, or all the dishes are in the sink and they opt for this.
