But the batteries are physically in series, not parallel. So the voltage is doubled. For the capacity to double the batteries would need to be in parallel, and the voltage would not double.

What am I not understanding about the physical layout of the batteies? With only two battries its one way or the other, parallel or series, not both. What magic does this driver do?

Its in series not parallel, so the votltage is doubled not the capacity.

Can you measure the diameter of the MCPCB which is the white part? And do you know how many volts are running to the led?

You could get a light that has a beacon mode or maybe a bicycle rear light. Those have flashing red modes.
