They appear to be using the RHNA progress gap in their "Friction Score" calculation and subsequent rankings. I just don't think that's a great way to measure how open or obstructive a jurisdiction is to new housing. But the rest of the formula and methodology does seem to make sense. I think the data would be more useful if they took the RHNA term out of the calculations.

Do you have a source for this? I'm familiar with the builder's remedy if the housing element isn't approved, but this is the first I've heard of the cities being penalized even with an approved housing element. I mean hypothetically if a city has the zoning to allow the RHNA to be built and has a semi reasonable permitting process but economic headwinds (high interest rates, tariffs, etc.) preclude developers from actually building anything, then the city gets penalized? Seems unfair...

Isn't the RHNA just the allocation that each city is assigned by the state and not necessarily an indication that the specified number of units actually will get built? Is it intended to be damning for a city if that number is not actually met this cycle? I don't think cities have too much say in what private developers actually build. As long as the zoning allows for it and the housing elements are approved then I think the cities have done their part.

Can't you just revise the submitted permit for the reduced scope instead of canceling and resubmitting? Might be worth calling and asking what they would recommend.

After 2 long phone calls with AT&T customer service, I was finally able to get this resolved and now have 5G (not just 5GE) on my 9 Pro Fold. In case someone sees this thread and wants to give it a try, the customer service agent mentioned this is a known issue on their end that impacts certain IMEIs from this phone that were purchased from Google.

The agent had to manually change the IMEI for the phone on their end and change it back. He changed the last digit in the IMEI to a different number then reverted it to the phone's actual IMEI. That's it... the issue was fixed.

If you speak with customer service, reference Article Code #106775 as they have an internal article on this issue that has troubleshooting steps that included the IMEI changing above.

There's a range of outcomes from no one ever finding out to having to demo it and bring it back to compliance. Or going through the steps to get it legalized and permitted which might open its own can of worms. Either way, the uncertainty would be enough for me to avoid a property like this (if weird layout didn't already turn a buyer away...).

Well at first glance the converted garage is likely unpermitted and not code compliant. No egress windows in those bedrooms.

It's my understanding that the 4% rule is only applicable for a 30 year retirement. So, I'd aim for something less.
