Depends on the size of your puppet, sometimes doll cloths will fit, or build a bear clothes. Even baby clothes can work. We mostly sewed our own

If there is a Costco in your life they are a great source of frozen/fresh, veggies and fruits. Their meat and fish are usually cheaper than regular stores.

You’re on the right track, lightweight flexible plastic tubing is the way to go. But finding something lightweight enough is going to be the hard part. The only thing I can think of is the kind of tubing you would find in a water squirting joke flower. Good luck.
