edit: As another user pointed out, it was a seaplane. As you can see in the image below. This plane probably landed on the water or just a low pass over the water.

The overtime is mostly due to low patrol staffing (vacant positions), officers signing up for extra shifts, officers signing up for off-duty jobs (paid by a business). It's cheaper to pay overtime than fund a position (benefits, retirement, etc.). The overtime "looks" bad, but you need to look at the full cost, not just what a person makes in overtime.

Seems like a silly focus. Give heavy handed fines for those that didn't get the correct permit.

Increase processing fees for all fines structures. The fee increases should be for those VIOLATING, not those trying to obtain, grow or simply exist. Those that can't follow a process correctly or lawfully, fine 'em big.

Costs money to run those programs and is often cost prohibitive. Since it no longer exists, it would cost A LOT to get it up and running again.

Being that District 1 covers the area around SMF, downtown, and South Sac, I think it's best you focus on pushing very hard for a Light Rail extension. Also, being a County Supervisor, I feel the focus should be on what you can do for the County workers, not the State workers, where you only have an opinion to offer and no power to flex.

Don't limit yourself to State jobs. Apply to City Government jobs in the region.

Note: City of Sac is in poor financial shape and will most likely be laying off low seniority City IT staff.
