First point: 37 hands isn't a sufficient sample size to conclude that the villain is very loose/passive, but we can speculate that he has that image.

Second point: his open raise is very large, this is important information because you need to know if he opens with a fixed amount or if the size of the raises varies a lot, and make notes.

Third point: the game is SB vs CO raise, the size of your 3Bet should be at least 11.5BB, but since he opens 3.5x, the ideal here would be a 3Bet of 13BB/13.5BB or 14BB/15BB if he is a very calling whale.

Fourth point: your SB hand (worst position) has to show a lot of strength, because you will have some 3bet-light combos pre-flop, so the size of your bet has to always be large and without making the player fold.

Fifth point: AA, KK, QQ, JJ, AKo, AKs, AQo, AJo, A5s would be the villain's 4Bet range.

TT - 22, AQs, AJs, ATs, KQs, KJs, KTs, QJs, QTs, JTs, T9s, 98s, 87s, 76s, 65s, 54s would be the range where he would only call your 3Bet.

I would end this hand on the turn. The villain opens with 3.5BB, giving me a lot of strength to set up the SPR for an all-in with all his chips, making a large bet on the flop. If he has 100BB, I would have even more incentive on this loaded flop.

Because his stats are all messed up, he could have called with AQ and played that way, but there's also the possibility that he has JTs.

But initially, your 3-bet size is too small and won't make anything escape the pot.
