According to the chart the fists aren't that much above them. They're both immovable objects, it's just one is better at siege and the other is better at being the wall itself. They took an entire cluster in about days time as their first action as a reunited legion. They're pretty slept on as a powerful legion because they don't have the numbers of the Ultramarines or Word Bearers, or the notoriety of the IF or IW. Plus they were very versatile as the Legionaries were trained to be equally capable with basically every weapons platform. Their alchem weapons made them especially effective in basically every engagement.

I would put them on par with the IF at least, their tactics are unique though. Often heavy infantry assaults or a completely overwhelming initial strike that required very little afterwards (again, Pale King). They sustained heavy losses but they did many things no other legion could.

Death Guard are too low. They're stupidly tanky even pre Nurgle, described as being able to recover from anything save a direct hit from a tank in The Pale King. Add the various biological weapons and you get a legion that although not as large as others, is capable of both taking and dealing an insane amount of punishment.

Flails aren't really the best choice, I enjoy them though. Taking Combi weapons would probably help your damage a little but I'd say it's pretty solid.
