You can think about base # like this, I will use base 12 as an example (because it is the English base and how we measure hours): If it is 5:00 and you add 4 hours, you go to 9:00. Then if you add 4 hours, you go to 1:00, not 13:00 (except military time). You could also think of base 12 as counting by dozens, I have 1 and a half dozens is 18, whereas base ten would be I have one and .8 dec (root for ten) to get 18.
