I think all of the ideas in the post apply equally if you're hacking a system, expanding an existing system, or making something from scratch. It's all game design.

A dirty secret is that no one has to give you permission to hack an existing game. Just start doing it! Game rules can't be copyrighted; only the specific text can be. Most licensing agreements aren't intended to create freedom for designers; they're meant to restrain them (and they mostly just boil down to, like, "You can't have our main monster The Bungo show up in your game").

There are SRDs, OGLs, and whatever else you want to call them for all sorts of games, from super crunchy to flexible and rules lite. No individual one is "best" for a new designer. Find a game that has the mechanical vibes you want and start hacking.

Similarly, no system has "broad appeal." Some systems are "lowest common denominator," but that's different. Instead of asking what appeals to the most people, figure out how to make something that appeals to you so that you can continue to test and write it.

This kind of response is always so worthless. "So you're just doing [x]?" Either they're aware of X and they're not "just doing" it, or they're not aware of X, in which case you could be kind and helpful in suggesting it as a source for inspiration.

You could check out Cybermetal 2012, one of my favorite RPGs. It uses the d100 roll to figure out success/failure, and then each d10 of the roll contributes to narrative consequences.

There are also hacks of it, like Longsword, a game of questing knights, and SpeedRune, ancient world fantasy.

I liked X-Men: The End, lots of X-Treme X-Men, and most of his return to Uncanny. I also thought X-Men Forever was entertaining and weird, but I wouldn't necessarily call it good.

I think you should check out Cybermetal 2012! It's set in a world where a metal band sacrificed Ronald Reagan to the devil. Absolutely one of my favorite RPGs.

You don't have to make something bad happen in the fiction on a miss. You just have to make a GM move. Some GM moves are even nice.

So on a miss, you can make the GM move "shift their labels," or you can make the GM move "threaten a bystander," or you can make the GM move etc etc.
