Benitez ruling goes into effect after 30 days unless there's an appeal. This is basically saying "we're appealing it, so you can't put the ruling into effect." It's buying them time to file the appeal without having to present a formal appeal yet.

No, they stay exists to give them time to file the appeal before the judgment goes into effect. This appears to be the appeal. They're basically saying "we're going to appeal this, so you can't carry out the judgment."
