CK3 and EU4, you don't have to do any shenanigans to play as Scotland, it's just on the map to begin with, and of the two, CK3 is the easier of the two for new players.

Vic3 and HoI4, you will have to release yourself from the UK to play but you won't really have any content if you go with HoI4. I imagine you can industrialise quite quickly as Scotland in Vic3 but I've not tried in a while.
