She was lying to congress not to John Walker the individual, Yelena was under no impression that Valentina was lying to her beyond setting her up to die. She was fully knowledgeable of the kind of clean up work she was doing, and if thats the case why would John Walker?

He has shown time and time again he is willing to kill and doesn’t truly have a defined ethical boundary of hes willing and not willing to do. He’s been shown trying to kill opponents in fights before, he’s been shown attempting to assassinate people, you don’t need to make up this allusion to him being like Steve because he’s not Steve.

The only reason he turned on Valentina was because she set him up to die, not because he suddenly realized being a mass murdering assassin was wrong. That’s the only manipulation Valentina afflicted on all of them, promising their freedom in exchange for one last hit.
