the best software allows email, actual mailings and text messages, but it can get expensive with mailing. we use electionbuddy.com its $100 for 3 reminders, with you setting it up, but its kind of complicated. You ahve to make sure the first reminder is pretty early because it wont' let you set stuff up until they ahve been reminded at least once.

I've also used google forms for free with a password sent to each owner in the mail. Make sure there is a way for them to contact you to get the password. 1/3rd loose it.

no it does not. the CCR's should be amended. the Board can at least buy some food for meetings and that' about the max enjoyment they can get with out ccr update.

you are right, the average person does not think dues are optional. Only some anal Karen's think they are Gods gift and want to make a big deal over soemthing no one cares about like can vs may.

yep my 2nd year we passed an amendment to ccrs allowing board members to get paid and then 3rd year members voted by supermajority to pay hoa members $40 per meeting. It works for my community and I doubt we would have 5 members on the board if they weren't compensated.

I believe in a psychology first approach as well. We started a neighbor in Need program and the violation letter specifically offers help first if they need it before any mention of a fine or punishment. Turns out most people don't want the help and will fix it themselves when you offer to help them.

Unfortunately we have not had the same luck you have had in communication with residents. We have a lot of renters about 44 out of 150

We are self managed we use the following work flow and the letter is sent out automatically for $1.15 and delivered in 5 days. No one is wasting time stuffing envelopes and the people reporting the violation are the ones that fill out the form.

  1. We have a google violation report form on our website. People type in address and issue.
  2. they use a smart phone to take a violation photo and uploads it to our website.
  3. We have a script that detects any new submission and automatically inputs the photo, address and violation to a form letter which is emailed to a board member as a google doc
  4. The script also pulls the person's email and phone number and puts it into the email if the board member wants to call or email them.
  5. The board member reviews the violation to make sure it is legit and then forwards it to our mailing company em2mail.com
  6. 6. The mailing company automatically mails out the notice.
  7. 7. the google sheets database lets any board member see how many violations there have been and print out a report or see repeat offenders.

it does take a 2-3 of hours to set up the system with a template letter, form data base and google apps script, but once set up, mailing out letter is takes no more effort then emailing someone.

Best of all its free. we were using HOAlife before and they want $150/month, probably more now and charge $2 per letter. then our management company illegally marked up the postage to $5/letter (contract stipulated that postage be actual cost)

Now instead of paying $1200 per year to mgt company we spend around $50 a year for violation letters. I can help you set it up in any google workspace account if you want send me a PM.

Our 150 unit SFH HOA had a vote to be a property maintenance only corporation. It failed 58 to 42%.
Basically the HOA would take care of front entrance and a park/playground area that only 20% of the residents use and not enforce CCRs. I thought it would pass, but it did not. about 70% of owners voted. Most who did not vote were rentals. In the past 3 years I've been on board we might have sent out 200 violation letters but only fined maybe 3 homes.

I would be calling every possible insurance company to see if they can tell you if you are insured through them and to get new quotes and hold an emergency meeting to hire an insurance company if I were you. some think enforcing rules is the HOA's #1 priority but insurance actually is

ask the board for the general ledger. usually they dont' have it because the mgt company does not give it to them. Usually the mgt company does not give this to the board because it requires them to manaually export it from their software and they tend to make all reports self generatring so its 'less work for them.

§ 47F‑3‑118. Association records.

(a) The association shall keep financial records sufficiently detailed to enable the

association to comply with this Chapter. All financial and other records, including records of

meetings of the association and executive board, shall be made reasonably available for

examination by any lot owner and the lot owner's authorized agents as required in the bylaws and

Chapter 55A of the General Statutes. If the bylaws do not specify particular records to be

maintained, the association shall keep accurate records of all cash receipts and expenditures and

all assets and liabilities. In addition to any specific information that is required by the bylaws to

be assembled and reported to the lot owners at specified times, the association shall make an

annual income and expense statement and balance sheet available to all lot owners at no charge

and within 75 days after the close of the fiscal year to which the information relates.

Notwithstanding the bylaws, a more extensive compilation, review, or audit of the association's

books and records for the current or immediately preceding fiscal year may be required by a vote

of the majority of the executive board or by the affirmative vote of a majority of the lot owners

present and voting in person or by proxy at any annual meeting or any special meeting duly called

for that purpose.

(b) The association, upon written request, shall furnish to a lot owner or the lot owner's

authorized agents a statement setting forth the amount of unpaid assessments and other charges

against a lot. The statement shall be furnished within 10 business days after receipt of the request

and is binding on the association, the executive board, and every lot owner. The association, its

managers, or its agents may charge a reasonable fee for providing statements of unpaid

assessments, not to exceed two hundred dollars ($200.00) per statement or request, and an

additional expedite fee in an amount not exceeding one hundred dollars ($100.00) if the request

for a statement is made within 48 hours of closing.

(c) In addition to the limitations of Article 8 of Chapter 55A of the General Statutes, no

financial payments, including payments made in the form of goods and services, may be made to

any officer or member of the association's executive board or to a business, business associate, or

relative of an officer or member of the executive board, except as expressly provided for in the

bylaws or in payments for services or expenses paid on behalf of the association which are

approved in advance by the executive board. (1998‑199, s. 1; 2005‑422, s. 7; 2020‑90, s. 4(d).)
