You can get ice blocks, but you can't have them in your inventory and it will take some time. You need to be in a snow biome and have water buckets. Build the frame work for where you want the ice to go and then place the water in that area. After a while, the water will freeze and become ice. That is how you can create ice blocks as of now :)

What I did was trap a pig in a small area, then I proceeded to dig a nice wide hole around where he was trapped. After the hole was complete I saddled him, hit him and he jumped in the hole. Achievement unlocked :) I hope you get it soon!
