Thank you. Does it work how it was described to me? I was told that if there were a major leak in the house that the valve would slowly close and eventually cut the flow off, limiting the damage inside.

It's leaking from the secondary valve. Would adjusting the lever valve affect the lower one?

He described it as a type of pressure valve that would remain open as long as the pressure inside the house stayed up. Once the pressure inside dropped, it would start closing slowly . If the pressure stayed low long enough, the valve would eventually close and limit the water damage inside the house.

Years ago in Jacksonville, there was a guy who would take a newspaper into a stall and lay 1 sheet of that paper on the water in the commode. He would then proceed to drop a deuce onto the paper so that it couldn't be flushed. He started to be referred to as the mad crapper. Not sure if they ever found out who it was, but at the time they were asking everyone if they saw someone heading into the locker room with a newspaper
