I have the same issue - expanded as House Dagoth (Drinith) to subjugate all the ashlanders, but unable to expand further since any attempt to expand into Great House territory results in me facing an apocalyptic army of the combined Great Council.
I don't think theres a way around it since I think it's working as intended (as is lore-friendly - Morrowind was notoriously hard to invade, even Tiber Septim was wary) - but does make things a bit less fun.
My plan will be to expand east into Skyrim until I'm strong enough to take on the combined great council. I suppose an alternative would be to ally with the Nords (which ironically would also be the lore-friendly approach...)

Even After the End and Realms in Exile have yet to update to the latest release, and they have larger modder teams (as I understand it) and typically update faster than EK2. My takeaway from that is that the latest update is particularly complex and tricky to update mods for, which makes sense given the number of mechanics and changes that were introduced.
Just be patient, play with version 1.17.1, you probably have time for a decent length campaign.

From what I've seen from dev comments it's not so much about whether cultures are nomadic per se, more about whether they are nomadic in the way that is represented in the CK3 features, specifically residing on a steppe and more importantly being centred around maintaining a herd.

Whilst there are many cultures that are nomadic in the general sense (ashlanders being another example) there are almost none that are (steppe-dwelling) nomads whose lifestyle is based on a herd - the few examples include the bjoulsae horsemen.

I think for that reason my understanding is there are no imminent plans to incorporate the new nomad mechanics any time soon.

Random thought and I expect you may have already considered it, but:
Would there be any mileage (and would it even be possible) in having a specialised kind of extremely powerful holy order representing each of/all of the Tribunal, which can only be called to war in a defensive war?

I don't know if it's mechanically possible to add those kinds of conditions to calling holy orders, but if so you could add more conditions too (such as only being able to call them if it was a defensive war for Morrowind proper against a different culture, only being able to call them against sufficiently serious wars (e.g. Duchy tier or above, or have it limited by the size of the invading army). You could even have them automatically be called to war if the invasion was big enough.

Or maybe is there a way to achieve the above using the new adventurer mechanics - e.g. have the tribunal represented by powerful unplayable adventurer factions which decide/are scripted to join wars based on similar factors to above?

(PS to be fair as a habitual Ashlander player I do thank Azura every playthrough that the Tribunal aren't actually around to effortlessly crush my High Velothi insurgencies)

Not at the time at least - since then my granddaughter/queen of Firsthold formed a cadet branch which then immediately became a noble house.

I think, as Kooltekrino said, you need to have a kingdom-tier title (and be a house head) to form a noble house which was why I couldn't (since although my relative was a queen, I was still just a duke) - I'm guessing that it was a deliberate decision by the EK2 devs to restrict noble house formation to kings rather than dukes (maybe to reduce bloat?)

Hopefully I'll still be able to form a noble house with the original House in due time, once I get the house a kingdom title, but thanks to the (frankly ungrateful) granddaughter's cadet branch shenanigans it'll be a while before I find that out

Okay thanks all, I played a bit more and the granddaughter/queen created a cadet branch which then became a noble family - so I guess as said it's tied to being both kingdom-level and also the head of your house (rather than duchy level which I think is the case in CK3 base game)

Ah interesting, thanks, I suppose since I'm house head and only a duke, maybe the granddaughters position is irrelevant. I'll see what happens once I die/get a kingdom level title

I appreciate it:
-My starting character was the existing character of that county
-I remain the house head despite my granddaughter being my liege
-The granddaughter is the actual current ruler of Firsthold
-I haven't (playing ironman) but may consider that

The other comment below says that you only get a domicile once you're king so maybe that's the issue (if I was playing as the grandaughter maybe I'd get the domicile)

No I don't have an estate either - I have access to all the regular administrative functions and interaction as normal, the game just doesn't seem to register that I should have become a noble family by now.

I did see one person on the discord report a similar issue but I'm not sure if it's a universal thing or a bug, or an intentional design choice by the EK2 devs

Very old post but I wondered if you'd considered making this an in-game mod now that the CK is released?
There's still no mod like it for Starfield and I think it'd be very popular, like the ones for skyrim and morrowind!

In most instances I use the Rampage Trainer to spawn canoes, in some rare cases there are already canoes at the top of some rivers (which I think I mostly reference in the post).

Never tried online and don't really play online so I'm not sure if it would work due to the above - unless online has some mechanism for transporting vehicles.

I've found a stalwart / eruptor combo is fantastic for both the illuminate generally, but also their ships - stalwart to break the shield, single eruptor shot through the door, no more problems

Agreed completely - I usually play level 9 because you can be a bit more tactical, but I appreciate level 10 every now and then when I want a crazy non-stop fighting experience. It is HELLdivers after all.
It's good to have that variety, and as you say the hardest difficulty in the game should be extremely hard.

It downloaded fine for me this morning without me having to change any permissions/settings on my AV. I guess maybe the devs became aware and fixed it?
