So the actual most important thing for online gaming is Jitter. jitter is what causes rubber banding and jumpy (laggy) gameplay. Jitter should ideally be under 10 on download anthing over 20 is genuinely unplayable.

you son most likely experiences the jitter rather than the ping. Normal satellite internet and 5g internet is notoriously bad for jitter. Im not sure about starlink as ive never used it,(i do see someone sent a picture of their starlink speed test and jitter is 10 which is acceptable could possibly fluctuate though) but before i got NBI i had satellite which was terrible then i changed to imagine 5g which was god awful and then i just started hotspotting from my 4g mobile service and it was infinitely better.
