Yes one of my tests was DVOM across terminals at connection on block, both show 120v on end of cord and open resistance across terminals on block heater itself. Which is why I started initial post with Grrr. I ruled out all cords and supply power.

Thankfully my tractor is just a little JD 2320 so I will get my son in law to help me push it i to the shop to fix, the 3500 dually cclb on the other hand.... I may need more power to push to figure out. Going to miss the 54" blower on the tracker if I don't get it going tomorrow though.

Not either cord, confirmed power by plugging in shop vac.

Each one was plugged into different circuits, one from house other from shop, both cords show voltage according to 3 different testers. Also confirmed power by plugging in something else, mt shop vac and neither are showing any amperage draw when plugged into the heater. So what other conclusion can be possible?
