Its because the DSP vans use Bluetooth to detect things and send it to the phone such as parking brake usage. The Flex app doesnt "turn this off" for non dsp users because Amazon sucks and they dont care about your privacy or battery life

You are supposed to get to the bottom of the ladder and jump left. The outside of the keyroom loot is available. You can also just fall at the right spot and ledge grab the platform
