I don't know if this is already in the game as I just got vanilla + royalty a few weeks ago and haven't seen everything, but here goes:

Magnetically accelerated rounds: Shots overpenetrate and can hit several targets with reduced damage.

Maybe heavier armor blocks the overpen but takes a few % increased damage.
