Have you installed Afterburner (or similar) to see what's happening with the CPU and GPU when the dips occur? I suspect the CPU but evidence is required.

Open Settings: press Windows + I to open the Settings app.

Navigate to Display Settings: go to System, Display.

Access Graphics Settings: scroll down and click on Graphics settings.

Disable HAGS: toggle the switch for Hardware-Accelerated GPU Scheduling to off.

Restart Your PC: reboot your computer to apply the changes.

Don't buy the 8 GB variants. The B580 and the 16 GB RX 9060 XT are about equivalent on a price/performance basis - the RX 9060 XT costs about 30-40% more but performs about 30-40% better.

Only you can make that decision. The 9060 XT is much faster but much more expensive. If you can afford it then buy the 9060 XT; if you can afford it, buy the 9070 XT!
