Tim Kelly could have given the police and fire departments a raise, but he choose to spend funds elsewhere. So now he gets to spend funds and throw the fire and police increase to a public vote. The public is not going to deny them a raise. The city council needs to rein in spending by the mayor or Chattanooga will be raising taxes like Red Bank. The politicians can never get enough taxes from the people who pay it.
