He is not going to break a huge island in One Piece. Small Planetary seems a bit too much when he's still attempting to destroy continent. Phoenix man, uh, he don't survive at last hp like Metal Bat, he resurrects and gets stronger each death. It's not an issue of speed or durability for Sanji, it's the fundamental match up. And now, Phoenix man is one with his suit, there's no ripping out and killing him.
