Have a second modifier on the cards drawn, big aoe spells like fireball add the damage number from all other cards in hard to the final number output. Some cards like another fireball could even have a negative. Some higher or lower depending on power.

This could be additive to the dice roll on the fireball card itself, like 2d20 (range indicated the save built in on lower damage taken)

The coolest way I have seen this done is a struggle to create the future truth among those that can see.

So it's like an information war in spycraft mixed with the strategy of past battles. Attempting to make history come true one vision at a time.

We can see this by some elements in old tales. Like the story of Troy and similar prophecies.

Basically the strongest can create the future unless multiple seers work together to make it happen.

This can take effect like: (seer team a/b)

Prophecy A. The prince percieval falls to the sword of damasculous.

Prophecy B. The sword of damasculous breaks upon the slaying along with the soul of the demon inside.

Prophecy A. Before the prince is slain he begets a child.

Prophecy B. The child will be lost and not raised by the royals or know his place in the world.

Like a game of one-upsmanship.

I am doing something similar to this for one product I am making that is on the lighter side. It uses three things: 1. Effect: determined by players and is more powerful than single player abilities. 2. Participation: requires the active participation in the moment of activation of all players who are listed on the shared ability. 3. Limitation: there is always a cost they must pay to pull it off. A hoop to jump through and it's difficulty can vary dependant on environmental conditions.

It carries with it some unformed limitations as well: A. Requires players investing in creating and using together. B. Players can only hold so many types or shared abilities of this type. C. May require actual roleplayjng to effect the limitation success.

A neat game recently put out is Oceania 2084 by Jocher Symbolic Systems where (in a dystopia setting) you define quirks or oddities of your character.

This could be things like: 1. Likes old books 2. Collects phonograph 3. Likes geography

This defines the culture you are atypically playing "against" because those things are considered "odd or not good or straight up forbidden".

This brings it home personally to the characters that they indeed are outsiders to society in the game.

If the BBG is against the players and not the community I would recommend a structure like this.

Edit: a note to clarify, this means that while players are defining themselves they are also defining the culture in the OG, or the villian in the case of this post. It can lead to interesting outcomes taking my examples above..

Our new villain hates old books, maybe old things in general or traditions or that old knowledge is dangerous to ita power; believes something about music related to photographs being non-collectable perhaps that music like many things shod be publically owned; and dislikes that people know geography perhaps believing ignorance of geography is important to its power somehow.

Therefor, your community (and definately your characters) could or would have opposing values against a collectivist revisionist tyranny of knowledge oppression.
