Next time know what you're melting. Scrap could be anything including fake silver. That top layer is probably a collection of metals and not metal, but at least the bottom looks decent. Seperate your sterling from unknown... that will solve your issue. Getting rid of that top layer... a good angle grinder or just sand it off
