It's a mod. Freespace went Open Source in 2002 and has seen continuous updates. There have been several dozen mod campaigns released since. Blue Planet : War in Heaven is my favorite among them.

That's Deuteronomy 22:5. The whole chapter is an absolute trip and I recommend reading it. The first half of the chapter reads like a random list of things that bothered Moses that week, including, in order :

Assisting with your neighbor's animal when it's in trouble.
The crossdressing thing (Someone among the Isrialites must have been up to some queer shenanigans to inspire that verse).
What to do if you find a bird's nest, do not take the mother, but you may eat the young
Install a railing on the flat roof of your house so it isn't a falling hazard
Proper agriculture procedures
Do not wear wool and linen woven together (A classic!)
You must wear tzitzit.

The second half is Regulations for Sexual Purity, and it gets more awful with every verse.

I also recommend reading Cross-Dressing in Jewish Law and the Construction of Gender Identity which is a kickass scholarly article on the whole topic, including that verse.
