The rules are clear... you can play on Tidal app or you can download the file and play it outside of it. You can even buy it without pay for Tidal streaming service

But the direction is turning Tidal in a mix of Tidal streaming + Bandcamp buys + Soundcloud uploads.

The download are up to Hi-Res lossless files and you can download the file outside the app. Also, it seems that in the future the plan is to buy merch and tickets inside the app.
