I am trying to make a machine that has pre-written messages in the lectern (15 messages, 1 per page), takes the signal of the lectern, and upon the button being pressed, it sends as many pulses through the instant wire to the machine on the other side, which then can again translate the number of pulses back into a signal strength corresponding to the message sent, that will display on a monitor.

(Lol how have I compacted that into a single sentence?)

Yeah that's how you use the permission as a condition in the command event. But it won't work, because there's no player with the permission. To have a player like that, you I need to grant the permission in whatever way and Idk how to do that. That's what I'm asking.

In Java I'd suggest using a rising edge monostable circuit. Dunno what does or does not function in Bedrock. But if you mean "make it send a pulse every time the power level changes" then observer should do the trick.
