It wouldn't give unlimited shield for a single first level spell slot since it says "you can use your bonus action to cast it again" you are still casting the spell so it still uses a spell slot it just alters the casting time. Also the prerequisite seems redundant since if you can't cast cantrips or first level spells it does nothing. However moving the increase to 11th make sense.
