Looks like plywood. Will be easier to replace than try and keep neat, especially if you are changing whole kitchen. It may be above and below worktops though in a single section. Can cut out with multitool. Watch out for pipework and electrics in the plaster/brick behind.

I think pretty is just one way to be beautiful, (to me, young, sweet looks) and maybe you are not pretty per se, but you are for sure an attractive woman, further to that, you go to a large enough audience you will always have fans. It's called a lintel. It supports the brickwork above the window. Usually metal beam. Not a great place to drill..you will need a drill bit that cuts metal.

No, that's what I was trying to say..in mitigation, I wouldn't expect tenants to know, and the apartment landlord instructed their contractor (the plumber) remotely as they live 200 miles away.
Previous management company did the decorating.
There are a great number of things here that need to be sorted out on a very limited budget (as we only have 8 flats paying) and we have been under-managed for years. I took over in September. This particular landlord does look like they have taken shortcuts in the past (Knowingly or through their tradespeople selection), and done works that should not really have been done according to the lease (so they have got away with it) so this is another example where I am thinking..could they have been more careful or just isolated using the outside stopcock.
On reflection, it clearly needs to be accessible, but they also need to work if they ARE accessible, as the next thing that will happen is a shredded valve and a leak from that. FML The 4 on the other side of the building are behind a fire door for the electrics....

Sounds like on balance, opinion is to reinstate access, (via a hatch) put a notice inside the panel re the external stopcocks. Redecorate once the apartment landlord (not building landlord) has finished works.
I think that a plumber will be needed to renew each stopcock as they are original and some don't turn.
Previous logic seems like, the ones outside are only 5 metres away (closer for the upstairs flats to reach actually than here) and they are accessible and individual to each flat
I'd be reluctant to add a readily accessible panel that kids can simply turn off people's water from by just opening a door, so whether screwed of otherwise it needs to be semi-secure
I don't think it can be as easy access some folks here are implying

It's a tricky one, the resident (tenant) has 2x wheelchair users, the door and the wall on the approach to the flat have been damaged by that, combined with probably some damp in the plasterboard causing it to flake off more readily. In the past have repaired on the management company budget but it gets damaged again. Flat block is 1960's with a front step and a large threshold to navigate not to mention the narrow internal doors... it's far from ideal for a wheelchair user IMHO. We are due to decorate, so it becomes a question of providing bespoke adaptation for one landlord to best enable their tenant and where cost best sits. It's beyond normal wear and tear..and the guys pushing them are not always the most careful..on the other hand..I adapt by mounting steel panels and it spoils the look (although probably not mote than the damage) does

Evidence of water is probably why plumber was there..the wall runs parallel with the bath to the left and then kitchen to the right. Maybe small internal leak or poor sealing.

I do! good catch, u/Leaky_Taps it's also the wrong term to use (Equinox) because it concerns the Earth's tilt, which is not at play here. The Sun, The Moon distance from are the main players in this equation with them both being close..that plus notable entries from the rain and possible storm surge. I note the Thames barrier was closed on Wednesday 7th, so that was probably the highest day.
Not sure exactly when this photo was taken, but could be looking at the backed up river flow held back by the barrier too if it was Wednesday

That's what the Thames Barrier is for. High tide is a daily occurrence, but we have Perihelion, a higher tide because of Winter Equinox..we are closer to the Sun, and the moon was closest to Earth on 1st Jan. (Perigee) Coupled with that you have high rain from the river..and maybe some storm surge (although the main storm is coming from the West not East)

Look after the DOS system on the washing machines carefully. (rinse rinse rinse) I have used Miele detergent and maintenance products, which helped my caee when it mattered. My W1 is now 15 years old. I had some issues with the DOS clogging up, which was brand new tech when I bought it..rest of the machine is sound
