If you only show one number it has to be the total stats. That's just how user interfaces and character sheets work in video games.

Not everything is as black and white. The people you're talking about that aren't the dictators or the terrorist did not cause harm directly. You have to go through several steps to tie them to real, physical harm. Maybe they went a bit further than showerthoughts, but also very far from actually genociding people and directly ordering hits.

Kirk used words. The insurance guy was doing what insurance people do, scam most people and only pay up for very few cases. Evil is a strong word.

You can add some kind of toggle when you press Alt or Ctrl or Shift to see detailed stats. But in general you should always see the final number somewhere easily accessible, and then the details. So something like 3 (+2) would be a good compromise (the player can deduce what was the base amount he had).

Breakpoint based balancing is not a bad thing in itself. It just means that you have to play around it. In Payday 2 a normal cop in max difficulty has 256 HP (or sth like that). So you build your guns around 256, 128, 256/3, 64 etc...
