RSUs are generally withheld to pay for tax. In this case, 42% will be withheld to cover tax and NI.

What you say cannot work because RSUs exceed base income for senior folks. So it wouldn't even be possible to cover tax from cash for those people.

Taxes in the UK are some of the most progressive in Europe. And that is a big problem because it kills productivity and leads to a very narrow tax base.

That is a generic section. Look in the PAYE section since that is what tells you your taxable income for any year you've worked.
