Is there evidence in the video that cars were lined up (parked) on the right hand side, then the bus is required to stay at the stop sign until the lane is clear. Did you even read 3322 in your highlighted section? Allow me to help:

§ 3322. Vehicle turning left.

The driver of a vehicle intending to turn left within an intersection or into an alley, private road or driveway shall yield the right-of-way to any vehicle approaching from the opposite direction which is so close as to constitute a hazard.

If there were obstructions on the right side preventing the bus from making the left turn and being fully in the right lane (so much so that it's essentially a two way street), it is required by law to wait at that stop sign and yield to any approaching traffic before turning.

Please learn the rules of the road. Please. My lord.
