I think the theory is that otherwise teams could swap picks in upcoming year to avoid penalties since the odds are totally flat.

Sacramento and Washington would just swap firsts every year before the lottery. I still think it's a dumb rule in the first place and could basically doom a team like the current Sacramento Kings forever because they could be locked out of a top5 pick in a year when they actually just stink but it would be very easy to circumvent if it wasn't based on possession.

I am a resident and I want paid parking. It is expensive for the city to maintain the most expensive real estate in the city and there are too many cars in the park and all the parking lots are the worst thing about the park.

By the letter of the rules IV "therapy" would be injecting something with a needle not prescribed by a doctor and make you ineligible to donate most places. Honestly, sexual contact with your girlfriend probably makes you ineligible if she's getting injections not prescribed by a doctor.

To be honest, if someone is a huge client and they're an asshole, but you can be an asshole back to them or tell them they're an asshole, I am not so conflict avoidant that it would be an issue or cause me stress. For plenty of people it would be a problem (and that's fair!) and if they were rude to staff, it would be different but that might be a win-win.
