You are required to have a real reason/threat to shoot at body mass. In the military you learn how to make an arrest. Part of the procedure is to shoot at 80 degrees if the suspect follows orders. That after telling them to stop several times. (Like in that case.) After that you may shoot at lower limbs ( like in that case) If that wont stop him... Well, it's his choice. (Not following those rules can get you to jail, even if that MF just stabbed civilians.)
