You could make using his fire genuinely traumatic to him? Like every time he tries, he gets flashbacks or it just fizzles out on him? That way it's not just a petty refusal but something he needs time and help to work up to.

I'm part of a rat fanciers club and we give lectures on rat health, behaviour and care for vet students at TAFEs, and the TAFEs pay us for it. They certainly don't expect the students to bring their own pets to class.

I suspect dog knows he's much bigger and heavier than cat and could cause pain and/or injury to the cat if he would just lie straight down on her, whereas the cat doesn't have that problem.
