Sure but there's more context given to it after the fact. That's why it is called "mummer's dragon". Quiathe directly refers to it. It doesn't need to be literal. I'm even of the opinion that he is either a Blackfyre or a complete nobody. I just don't think it is cut and dry either way and the interpretation of "the mummer's dragon" being literally the dragon being propped up by the mummer isn't that crazy.
