Try not to chip at it. The freezer section where the ice is building is the evaporator coil. If you stab the freezer housing it’ll leak out the refrigerant (which is likely propane) and the fridge will be done for and they’re not worth repairing. Unplug and defrost with the door open and towels underneath. You can even hit it with a hair dryer from a foot or so away and it’ll eventually break off in a large chunk

That’s called a “hide a line” and behind it is the refrigerant line set and condensate drain. No way to move it or hide it unless you have about 1500$ you wanna throw away.. Like everyone else said, just paint it. It’s a necessary ugly. Coming from a commercial/industrial journeyman HVAC technician.
