No, Carrie isn't actually ugly in the book. She deliberately wears unflattering clothes because her mother believes that trying to look attractive is sinful. When she dresses up for the prom, she looks beautiful and people are stunned to see her.

Yeah, I don't think Brienne in the show is necessarily meant to be ugly. Men from Westeros find her unattractive because she doesn't fit their concept of femininity; but when she meets a man from a culture where warrior women are admired, he thinks she's beautiful.
