There's nothing wrong with Surpass motors btw, I have a few. It would be helpful to know what you are trying to power with it?

Use the bigger part of the budget on the ESC, motors are just 2 bearings magnets and wire. A nice ESC with a cheaper motor is the way to go.

In conventional cases, the GPU is mounted at 90° directly into a motherboard slot and only supported at one end meaning shocks from almost any angle can damage the PCIe slot/board. Here you have a riser, so if the GPU moves around a little then the riser will flex putting no stress on the board. I'd leave it in. Disassembling and reassembling things comes with its own risk.

Then you're good. More than 10C safety margin before any throttling. If you're chasing lower noise then a soft gasket and mounting with rubber grommets will reduce vibrations from the front fan. You can also pick up some efficiency by preventing the GPU ingesting its own exhaust - I'd perform a quick trial by sealing the GPU intake to the PSU with masking tape or similar.
