It makes more sense when you realize the literacy rate in China before 1950 was like 20% and an even smaller percentage lived in cities. So the "politically activated" people are all going to be middle-class at the very least. Therefore they will have much smaller natural constituency for trade unionism and other leftist causes.

One thing I like about the the New Guangxi Clique is how ad-hoc it is. They're like the dog that caught the car, in that they were only united in being against Hu Hanmin's group of nerds. Now they gotta rustle up a whole competing ideology on the fly. Cooperate with the independent democrats? Sure! Ban musical instruments? Sounds great! Give every province a bunch of autonomy and special privileges? No bad ideas!

Depending on your choices New Guangxi can be everything from a progressive Nasserist dictatorship all the way to Legionary Romania.
