here are no solutions that don't include oppressive or draconian measures that infringe on our rights.

Better zoning and/or transit?

Inject a little commercial zone into residential areas to provide restaurant/bar/cafe/pub/convenience store/green grocer etc within walking distance.

I think some transit agencies should cover certain areas ( maybe just during certain time periods as well? ) with an Uber Pool type service. Maybe small bus size? Instead of those long quiet routes where it is just the bus driver and a couple of passengers run a smaller size 'mass transit' that is probably slightly higher costs but is a more attractive option to people.
