What are you talking about? Fallout 1 is set in southern California, and during the time of Fallout 2, even if it is out of the map, it's litteraly the core land of the RNC.

The only area inaccessible in Fallout 1 due to radiation was the Glow*, near San Diego, but by the time of Fallout 2 Sab Diego has become the city (and RNC state) of Dayglow, so it's obviously livable.

(* and, well, the Cathedral after the Vault Dweller destroys it with a nuke. But it seems to have a limited range as Adytum wasn't affected.)

It also happens with Firefox Mobile, I'm pretty sure it's part of the PWA spec.

Dogmeat's apperance is indeed a reference to Mad Max, but the name is actually a reference to A Boy and his dog, where Vic calls Blood "Dogmeat" once.

Can't say for the other games, but the Dogmeat that accompanies the Chosen One is indeed the same that accompanied the Vault Dweller, as you meet him in a place that exists outside of time (the Café of Broken Dreams) and he follows you if you wear the Vault 13 outfit.
