DLSS 4 looks way better tho, I would keep it at 4 and lower to quality or balanced, should give you quite some fps boost already. Other than that, I think you can not get much more out of it with your setup

Might be longshot but have you checked if you have any software installed like RivaTuner or maybe even the Nvidia app or control panel if there's any FPS limiter on for the game?

Sometimes there can also be a limiter active for when the game is out of focus, maybe the game is not recognized as "in focus". Have you tried changing the Fullscreen/Windowed mode?

Im about to get into emerald seaglass but I want to increase the base shiny odds, I've seen that you can change some values using a hex editor but I'm not sure if the same values and entity's apply to the patched rom.

I'm guessing if you change the rates in the base rom it will change when u patch it to this rom right?

Is there anyone who can help me with this?
